RADM Scott Giberson, RPh, MPH, D.Sc.
Rear Admiral (retired) Scott Giberson is a uniquely experienced public health leader. After nearly 27-years, he retired as a two-star Rear Admiral (RADM) and as an Assistant U.S. Surgeon General for 11 years. He has worked extensively with indigenous populations around the world and is well versed in the delivery of healthcare solutions in under-resourced and vulnerable populations. RADM Giberson held leadership roles within the Department of Health and Human Services, Department of Homeland Security, and the Department of Defense and has successfully led organizations and agencies through global and domestic health crises. Recently, RADM Giberson established Admiral Leadership Group, LLC. This is a Service-Disabled Veteran-owned company that provides esteemed speakers, business consulting and leadership development, and executive coaching services. RADM (Ret) Giberson is also the President at AMI Expeditionary Healthcare, a global healthcare solutions company, where he continues to provide overall company leadership, management, and strategy, provide clinical and public health solutions and expertise, and foster global client relations at the highest levels.
Prior to AMI, RADM (ret.) Giberson served as the acting Deputy Surgeon General of the United States (2013-2014), where he worked with the U.S. Surgeon General to develop and deliver scientific information to the public. He was the principal liaison with leadership in DOD, DHS, DOJ and HHS. He also held executive positions as the Senior Advisor to the Surgeon General of the U.S., Director of Commissioned Corps Headquarters, was an executive team member at Centers for Medicare & Medicaid (CMS), and Senior Public Health Advisor for Pacific Command’s Center of Excellence in Disaster Management and Humanitarian Assistance, helping to lead the President’s Emergency Plan for AIDS Relief (PEPFAR) implementation for the DOD across multiple Asia-Pacific and African countries as well as many humanitarian and disaster response missions. During his leadership roles, he developed and authored many national strategies and transformed multiple health programs and agencies. He also served as overall Commander of the Commissioned Corps’ Ebola Response in West Africa where he provided oversight of multiple missions and deployment of over 1,000 medical and public health officers as a direct tasker from the White House under the Obama administration.
For the first 10 years of his career, he worked in several Indian Health Service (IHS) medical centers where he was credentialed and privileged for clinical roles both in the pharmacy and as a mid-level provider in family medicine. He was also the Director of the IHS National HIV/AIDS Program where he catalyzed an increase in both opt-out and prenatal HIV screening nationwide.
RADM Giberson has authored numerous articles and delivered well over 100 keynote lectures on leadership, global and public health (and 15 university Commencements) at numerous venues domestically and internationally. He has been interviewed on multiple TV and radio affiliates including ABC, MSNBC, and CNN and serves on several academic boards. RADM (ret) Giberson has received numerous service awards including the Defense Meritorious Service Medal, the Surgeon General’s Medallion, and USAID’s Humanitarian Group Award. In 2015, he received the Presidential Unit Citation from President Obama in the Oval Office for leadership during the West African Ebola response.
He is a graduate of Temple and U. of Massachusetts/Amherst, holds a BSPharm, MPH, and graduate certificate in Health Emergencies in Large Populations. He has received three honorary Doctoral degrees and is a Fellow of a Wharton School Executive Leadership Program.
In 2018, the Military Officers Association of America selected him as one of the “Top 100 Veterans in the Last 100 Hundred Years You Need to Know”.
